Abstract :
The purpose of this study was to analyze how the implementation of birth certificate service innovations through the Plavon Dukcapil website, the supporting and inhibiting factors of innovation, efforts to overcome innovation barriers. This research is a descriptive qualitative research. The results showed that innovation in birth certificate services through the Plavon Dukcapil website at the Population and Civil Registration Office of Sidoarjo Regency had provided effective service in terms of the five attributes of innovation according to Rogers in Trio Saputra, namely 1. Relative advantage of taking care of birth certificate documents is getting 3in1 other
documents such as Family Cards and Child Identity Cards, 2. Compability of the procedure is the same as the previous innovation, the difference in media in terms of requirements on the Plavon Dukcapil website http://plavon.sidoarjokab.go.id, 3. The network constrains complexity because it uses a centralized KOMINFO network when access is unstable, 4. Triability that an experiment will be conducted to test the Plavon Dukcapil website directly to employees and the public in the socialization program, 5. Observability that there is a submission history menu so that the public can access where the submission has gone. Factors supporting innovation are human capital, leadership capital, organizational environment. The inhibiting factors are pressure and administrative and technological barriers, but they are hampered by organizational culture. Efforts to overcome obstacles to innovation are holding outreach on social media and carrying out the Gemilang Integrated Pick Up Ball program.
