Abstract :
This study aimed to test whether the constraints of culture and trade, infrastructure constraints, managerial constraints, and organizational constraints affect the implementation of TQM. The population in this study were managers of UKM in the city of Palembang. The research sample obtained is 60 UKM. Hypothesis testing is done by multiple regression analysis with the help of IBM program SPSS 21. The results show that the first hypothesis (H1), the second hypothesis (H2), the third hypothesis (H3), and the fourth hypothesis (H4) was rejected, which means cultural barriers and workers , infrastructure constraints, managerial constraints, and organizational constraints do not affect the implementation of TQM. Rejection of this hypothesis based on the results of t-test showed significant value above 0.05 and t value smaller than t table.
