Abstract :
This research was written with the aim of explaining the dynamics of the conflict between Russia and Ukraine leading to war. This research was written using a qualitative descriptive approach using the library research method. This study also uses the Balance of Threat theory put forward by Stephen M. Walt and is used as an analytical tool in this study. The results of this study are that the war that occurred between Russia and Ukraine was caused by Ukraine's desire to join NATO and this raised its own concerns for Russia which in the end Russia launched an attack on Ukraine in order to discourage its desire to join NATO.
