Abstract :
The inactivity of the Palu City government in dealing with vagrants and beggars about the accountability of the Palu City government in dealing with beggar vagrants and the handling efforts of the Palu City government in handling vagrants and beggars in Palu City. This paper aims to find out and review the accountability of the Palu City Government for Vagrants and Beggars based on Palu City Regional Regulation Number 3 of 2018 concerning Handling vagrants and beggars and knowing and reviewing the efforts of the Palu City Government in handling vagrants and beggars in accordance with Palu City Bylaw Number 3 of 2018 concerning Handling Vagrants and Beggars. The method used in this writing is sociological juridical and uses primary, secondary and tertiary data, with data collection techniques using literature studies, interviews, observations, document studies, Purposive sampling, descriptive qualitative internet studies. The results and discussions in this study show that accountability based on article 5 of the Palu City Regional Regulation Number 3 of 2018 the Palu City Government is divided into four efforts, namely preventive efforts, repressive efforts, social rehabilitation efforts, and social reintegration efforts. Regional heads are required to submit reports on the implementation of local governments to the "superior" government as material for evaluation, guidance, and accountability information reports to the DPRD to recommend improvements in the implementation of local government. In its implementation, preventive efforts and repressive efforts were carried out, but in rehabilitation efforts and social reintegration efforts were partly carried out.
