Abstract :
The case of sexual abuse by the initials CH is a Counseling Guidance teacher, in the past 1 year he has done his actions 18 times and the second case is TW's initials is the stepfather of the victim who has acted since the victim was in grade 5 elementary school, from these cases the perpetrator took his action because there are things behind the perpetrators. This study takes a problem formulation of the factors that cause the occurrence of criminal acts of sexual abuse against children, how to overcome them and what are the obstacles to overcome them. This study uses a criminological juridical approach, the primary data source is obtained from the field and the secondary data source is the book literature and legislation. Data collection techniques in the form of interviews and documentation. Then the data from the research were analyzed descriptively qualitatively. Based on the results of the study, it was found that obscenity was motivated by factors from the economy, education factors, loneliness factors, environmental factors, and alcohol factors. In conclusion, the perpetrator commits the act because of the emergence of anxiety in his soul, environmental factors that do not support also play a role for the perpetrator, the alcoholic beverage factor can also affect the behavior of the perpetrator so that it can exceed the normal level of consciousness. Suggestions, for parents and community leaders, to always remind and guide the importance of improving morality and faith.
