Abstract :
Protection of victims of violence against women and children is a response from the government to the high number of violence against women and children in the community. The impact of violence against women and children is pervasive, from physical to psychological. Therefore, this violence requires complex treatment for the victim. The city of Malang is one part of Indonesia with relatively high cases of violence against women and children. In response to this problem, the government made a policy regulated in Regional Regulation No. 12 of 2015 concerning the Protection of Women and Children Victims of Violence to protect women and children victims of violence. Then, the Regional Regulator must be implemented to determine the policy's success. This study aimed to describe and analyse the activities of implementing procedures to protect women and children who are victims of violence in the city of Malang. The study uses a descriptive type of research with a qualitative approach. This study describes implementing policies to protect against violence against women and children in the city of Malang. The analysis used is data analysis of the Triangulation model according to Mudja Rahardjo (2012), with the stages used are method triangulation, data source triangulation, and theoretical triangulation. The results of this study indicate that policies to protect women and children victims of violence in the city of Malang carried out by P2TP2A, in general, have been implemented well. It causes the objectives set out in the Regional Regulation can be achieved through the programs set by P2TP2A. The recommendations generated from this research are increasing the number of personnel or human resources to implement policies.
