Abstract :
The problem of land conversion in Batu City is a problem that often occurs in order to change the initial function of land into other functions. This land conversion usually occurs in the agricultural sector in the framework of housing construction, artificial tourism and others. This causes depreciation in the process of caring for and protecting the environment in the future. Then agricultural land in Batu City continued to decline in 2003 with a land area of ??2,681 hectares and in 2020 the land area will become 1,998 hectares. The large number of developments that have taken place in Batu City has made land the main target for development. Massive development also had an impact on green land in Batu City in 2012 around 6,034.62 hectares of green land, then in 2019 it decreased to 5,279.15 hectares. Then the resulting impact is environmental damage due to the absence of water catchment areas which results in causing floods, landslides, and others. However, the research conducted is more focused on the implementation of policies in the development of strategic areas based on Regional Regulation No. 7 of 2011 in Batu City. The strategic area is divided into two, namely environmental and economic. The research method was carried out using descriptive qualitative research. Then collect data by means of observation, interviews, and documentation. Based on the results of research related to the implementation of policies in the development of strategic areas in Batu City, this is still not running optimally. This is also influenced by communication between OPDs where there are still obstacles. There are also many resources that support the implementation of policies that do not understand strategic areas. Dispositions in policy implementation often experience different views. The bureaucratic structure that exists in each OPD is also lacking in conducting specific studies in strategic areas in Batu City.
