This study aims to determine the effectiveness of the E-Purchasing system in the process of procuring goods and services at the Surabaya City LPSE. The results of this study can be taken into consideration for LPSE Surabaya City in determining the effectiveness of the implementation.This type of research is a qualitative descriptive research, which examines the quality of relationships, situation activities, with a strong emphasis on comprehensive descriptions in describing the details of everything that happens in certain activities or situations.
The subjects of this study were the Surabaya City LPSE, namely the Head of the LPSE and its employees.Data collection techniques in this study include: observation, namely seeing directly the situation in the field, documentation, which means collecting data in writing or existing archives to strengthen evidence of data and archives obtained, interviews, communication with research subjects related to the focus of research.The results of this study are related to Cambel' theory, which shows that the effectiveness of the E-Purchasing system in the process of procuring goods and services for LPSE in Surabaya is said to be maximum.
