Abstract :
In Indonesia there are often cases of violence involving children as perpetrators as well as as victims. The violence that continues to occur in the child will be destructive, dangerous, and the child's fear. Children who are victims of sexual violence will suffer material and immaterial harm. The crime of sexual violence (fornication) in children becomes a real or potential threat to social norms so as to threaten the ongoing social order. Perpetrators of child abuse can be committed by anyone such as parents, family members, the community and even the government itself (law enforcement officials and others). This research uses a normative juridical research approach. The data used in this study is primary and secondary data including data collected directly in Sukabumi Kota Resort Police, Sukabumi District Court and Integrated Women and Children Service Center (P2TP2A) as well as interviews with relevant agencies. Medium data processing used by means of data selection, data classification and data preparation. Data processing results in qualitative analysis. The results of this study show the conclusion that that led to the onsanment of crimes against minors in Sukabumi City, namely environmental factors, technological factors and factors influence the role of victims. Law enforcement efforts made by Sukabumi Kota Resort Police are several preventive measures, namely by means of prevention and regressive measures that are countermeasures after the crime with the aim of preventing the crime from recurrence. This writing advice is expected by the public to improve mentality, morality and faith and dising will to avoid poor thoughts and intentions and then the judge should be able to give a deterrent effect for the defendant not to repeat his actions and hopefully the role of the police is more intensive to suppress or reduce the rate of sexual violence (fornication) in existing minors.
