Abstract :
This study aims to describe the of the Bureaucratic Process of the Ponorogo Regency Government in the Implementation of the Hos Cokroaminoto Ponorogo Road Development Policy using qualitative research methods. In this study, information was collected through interview techniques by determining informants using purposive sampling. The theory that forms the main basis is the theory of policy implementation put forward by Edward III in 1980. This theory covers four important aspects, namely Communication, Resources, Disposition, and Bureaucratic Structure. The results of the discussion from this study are the implementation of the Hos Cokroaminoto road construction policy as a new tourist destination in the middle of the city of Ponorogo which is led by four state actors, namely from the BAPPEDA agency, the Environmental Service, the Public Works Service, and the Transportation Service. a significant obstacle, the intensity of communication between OPDs is the key to the smooth distribution of information and consistency of instructions from leaders to workers in the field. The resources for the construction of the Hos Cokroaminoto road are inadequate, such as the lack of competence of workers and information gaps in the field. The executor's disposition element has a tendency to support and try to complete the development in accordance with the target time of 100 working days, Mr Regent. And the bureaucratic structure in this development adjusts the SOP of each agency because this development does not only come from the local government, but also involves CSR.
