Abstract :
The thesis entitled Implementation of Regent Regulation Number 95 of 2017 concerning Changes in Levy Rates for Public Roadside Parking Services on Jalan H.O.S. cokroaminoto Ponorogo was motivated by the development development in the HOS Cokroaminoto face-off area which was getting faster and faster coupled with the high interest of people who wanted to travel in the area. This study used qualitative descriptive research method. This study used purposive sampling techniques in determining informants. The data used are primary data and secondary data. Data collection techniques use interview, observation and documentation methods. Technical data analysis uses the Miles and Huberman technique with stages of data collection, data presentation and conclusions. In describing the results of the analysis using George C. Edward III's theoretical approach to determine the success of a policy. After conducting research, it was found that the lack of active role of policy implementers, lack of empowerment of human resources due to disproportionate factors in the number of staff and parking attendants and budget availability were the causes of the non-optimal implementation of parking policies on Jalan HOS Cokroaminoto. Overall, the implementation of Regent Regulation Number 95 of 2017 concerning Changes in Levy Rates for Public Roadside Parking Services on Jalan H.O.S. Cokroaminoto Ponorogo did not run as it should. Therefore, it is necessary to increase and develop the quality and quantity of resources. In addition, budget availability and improvement of facilities and infrastructure to support the realization of the goals and objectives of bureaucratic reform.
