Abstract :
Program BLT pada faktanya membentuk persepsi negatif public sejak disalurkan pertama kali pada April tahun 2020. PDTT Nomor 6 Tahun 2020 mengatur mekanisme penetapan KPM(Keluarga Penerima Manfaat) BLT pemerintahan desa harus melakukan Musdesus(Musyawarah Desa Khusus) bersama tokoh-tokoh masyarakat.

interviews with purposive sampling techniques to key informants and random sampling techniques to additional
informants, and the previous year?s BLT data documentation.
The results showed that the communication process between the village government and the village
community was influenced by the community's perception of the BLT program. There are two dominant
communication barrier between them, namely: psychological barrier such as distrust and emotional attitudes,
and intellectual barrier about public understanding of the BLT program. From the communication sociology
perspective, the interaction between the village government and the village community of Pekauman is more
likely to lead to a form of dissociative interaction. This is evidenced by the findings in the field suggesting and
imitation factors that influence their indifference to the importance of the MUSDESUS for determining the BLT
KPM.
