Abstract :
Tujuan Penelitian ini dilakukan untuk : (1) menguji dan menganalisis Pengaruh
Kompetensi secara parsial terhadap kinerja Aparatur Sipil Negara pada Dinas
Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Barito Kuala. (2)
Menguji dan menganalisis Pengaruh Komitmen Organisasional secara parsial terhadap
kinerja Aparatur Sipil Negara pada Dinas Penanaman Modal dan Pelayanan Terpadu
Satu Pintu Kabupaten Barito Kuala. (3) Menguji dan menganalisis Pengaruh
Kompetensi dan Komitmen Organisasional secara simultan kinerja Aparatur Sipil
Negara pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten
Barito Kuala. Penelitian ini dilakukan pada pegawai Dinas Penanaman Modal dan
Pelayanan Terpadu Satu Pintu Kabupaten Barito Kuala. Metode yang digunakan adalah
metode deskriptif kuantitatif. Populasi dalam penelitian ini adalah Aparatur Sipil
Negara Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Barito
Kuala yang berjumlah 47 orang. Data diperoleh dari hasil angket dan observasi
langsung. Teknik analisis data menggunakan program SPSS 16. Pengujian validitas
menggunakan korelasi product moment pearson dan reliabilitas menggunakan alpha
cronbach. Pengujian asumsi klasik menggunakan uji multikolinearitas, heterokdastisitas
dan normalitas. Analisis data menggunakan regresi linear berganda. Hasil penelitian (1)
Secara parsial variabel Kompetensi pegawai (X1) memberikan pengaruh sebesar 0,310
kepada kinerja pegawai. (2) Secara parsial variabel Komitmen organisasional (X2)
pegawai memberikan pengaruh sebesar 0,868 kepada kinerja pegawai. (3) Secara
simultan kedua variabel tersebut berpengaruh positif sebesar 90,7% terhadap kinerja
pegawai.
The purpose of this study was to: (1) test and analyze the influence of
competence partially on the performance of the State Civil Apparatus at the Investment
and One Stop Service Office of Barito Kuala Regency. (2) Testing and analyzing the
effect of partial organizational commitment on the performance of the State Civil
Apparatus at the Investment and One Stop Service Office of Barito Kuala Regency. (3)
Testing and analyzing the influence of Competence and Organizational Commitment
simultaneously at the Investment and One Stop Service Office of Barito Kuala Regency.
This research was conducted on employees of the Department of Investment and One

Stop Services, Barito Kuala Regency. The method used is descriptive quantitative
method. The population in this study is the State Civil Apparatus of the Investment and
One Stop Service Office of Barito Kuala Regency which found 47 people. Data obtained
from the results of questionnaires and direct observation. The data analysis technique
used SPSS 16 program. Validity testing used Pearson product moment correlation and
reliability using Cronbach's alpha. The classical assumption test uses multicollinearity,
heteroscedasticity and normality tests. Data analysis used multiple linear regression. The
results of the study (1) Partially, the employee competency variable (X1) has an
influence of 0.310 on employee performance. (2) Partially, the variable organizational
commitment (X2) of employees gives an effect of 0.868 on employee performance. (3)
Simultaneously, the second variable has a positive effect of 90.7% on employee
performance.
