Abstract :
Penelitian ini bertujuan untuk menguji proporsi dana perimbangan dan pendapatan asli daerah terhadap belanja daerah serta menunjukkan ada tidaknya flypaper effect di kabupaten/kota Jawa Timur Tahun 2017-2019. Pengumpulan data dan informasi secara langsung diperoleh melalui instansi dan lembaga yang berhubungan dengan penelitian ini. Sumber data diperoleh dari Badan Pusat Statistik (BPS) Provinsi Jawa Timur. Pengumpulan data dalam penelitian ini adalah dengan mengumpulkan laporan Realisasi Anggaran Pendapatan dan Belanja Daerah Kabupaten/Kota di Provinsi Jawa Timur dari tahunn 2017-2019. Teknik analisis untuk menguji hipotesis menggunakan regresi data panel dengan menguji flypaper effect yaitu dengan cara membandingkan nilai DAU dengan PAD, jika nilai DAU > PAD maka menunjukkan adanya flypaper effect. Jika sebaliknya atau sama nilainya antara DAU dengan PAD maka tidak ada flypaper effect. Berdasarkan uji t pada uji regresi linier berganda yang telah dilakukan dapat diketahui bahwa Dana Alokasi Umum (DAU) dan Pendapatan Asli Daerah (PAD) berpengaruh terhadap belanja daerah, Dimana hasil uji rata-rata menunjukkan bahwa nilai rata-rata DAU sebesar Rp. 380.779.789.000 dan Nilai PAD sebesar Rp. 59.496.296.000. Hal ini menunjukkan bahwa nilai DAU lebih besar dari nilai PAD (DAU > PAD), maka ada Flypaper effect. The data source was obtained from the Central Statistics Agency (BPS) of East Java Province. Data collection in this study is to collect reports on the Realization of Regency/City Regional Revenue and Expenditure Budgets in East Java Province from 2017-2019. The analysis technique to test the hypothesis uses panel data regression by testing the flypaper ef ect, namely by comparing the value of DAU with PAD, if the value of DAU> PAD then indicates the existence of a flypaper ef ect. If the opposite or the same value between DAU and PAD, then there is no flypaper ef ect. Based on the t-test on the multiple linear regression test that has been carried out, it can be seen that the General Allocation Fund (DAU) and Regional Original Income (PAD) af ect regional spending, where the average test results show that the average value of DAU is Rp. 380,779,789,000 and the PAD value is Rp. 59,496,296,000.
