Abstract :
ABSTRAK Tujuan dari penelitian ini adalah untuk mengetahui bagaimana tingkat efisiensi pengeluaran pemerintah pada sektor pendidikan kabupaten/kota di Jawa Timur Tahun 2013-2016. Penelitian ini menggunakan metode Data Envelopment Analysis (DEA) dengan asumsiVariable Return to Scale dan Output-Oriented, Data yang digunakan dalam penelitian ini yaitu berupa data Input dan Output. Data Inputyangdigunakan adalah Data Pengeluaran Pemerintah sektor Pendidikan kabupaten/kota di Jawa Timur, Sedangkan Data Output yag digunakan adalah Data Angka Penyerapan Sekolah atau APS Sekolah Dasar, Sekolah Menengah Pertama, Sekolah Menengah Atas. Hasil Penelitian yang telah dilakukan menunjukkan bahwa tidak semua daerah yang memiliki Input dan Output yang besar dapat mencapai tingkat efisiensi, Sehingga dari penelitian ini yang menggunakan metode DEA menghasilkan analisis Banchmark untuk daerah yang belum mencapai nilai efisien. Kata Kunci : Data Envelopment Analysis, Efisieni, Pengeluaran Pemerintah ABSTRACT The purpose of this study is to find out how the level of efficiency of government spending in the district / city education sector in East Java 2013-2016. This study uses the Data Envelopment Analysis (DEA) method with the assumption of Variable Return to Scale and Output-Oriented. The data used in this research is in the form of Input and Output data. The Input Data used is the Government Expenditure Data for the district / city Education sector in East Java, while the Output Data used is the School Absorption Rate or APS for Primary Schools, Junior High Schools, Senior High Schools. The results of the research that have been done show that not all regions that have large Inputs and Outputs can reach the level of efficiency, so that from this study using the DEA method produces Banchmark analysis for areas that have not yet reached an efficient value.
