Abstract :
Television and Radio Broadcasting Institutions as electronic media are intended for all segments of society Television and Radio function as media for information, education and entertainment. The existence of pro-contra programs broadcast on television and radio often occurs in the community, and often the community follows what is seen and what is heard from the shows presented by the Broadcasting Institute. This study discusses the Policy of the Regional Indonesian Broadcasting Commission (KPID) in Central Java in Supervising the Implementation of Broadcasting Institutions. The purpose of this research is to find out how the legal actions carried out by the Central Java KPID in dealing with Broadcasting Institutions are proven to violate the content of the broadcast / program content presented. The research method uses an empirical juridical approach. Policy Research Results conducted by the Central Java KPID in supervising Broadcasting Institutions are guided by the Broadcasting Law, and the products of the Indonesian Broadcasting Commission (Central) namely the Indonesian Broadcasting Commission Regulation, in the form of Broadcasting Behavior Guidelines (P3) and Broadcast Program Standards (SPS ) The results of the analysis of the KPID Policy on Broadcasting Institutions that committed violations were based on the contents of the P3SPS. The most frequent violations are the rules regarding the advertisement that is not suitable for adult age Article 59 paragraph (3) SPS, and the playback of prohibited and restricted songs in Article 20 paragraph (1) and (2), as well as the display of testimony advertisements that cannot scientifically accountable (misleading). In the end, for those proven to have committed violations, KPID provided sanctions in the form of a written warning with procedures in accordance with regulations to realize healthy broadcasting. Based on the above study it was concluded that the Central Java KPID needs to continue to monitor Broadcasting Institutions, so that the programs presented are useful for all groups.
