Abstract :
Economic institution of mina partner micro coastal area development (LEPP M3) is an institutional that has poverty taking out program by means of people expedient on coastal area in repercussion to get optimum result that needs a fisherman expedient strategy analysis. That condition provides the basis for the purpose of research, they are; (1) to identificate internal factors and external factors that influence on fisherman expedient by LEPP M3, (2) to know the fisherman?s opinion and hope of LEPP M3 and (3) to arrange fisherman expedient strategy by LEPP M3. The research is done in Pasuruan District. A sum of responden is determined by purposive is 30 respondens. The research uses SWOT analysis and descriptive analysis. The result of this research are (1) Internal factors that influence of fisherman expedient by LEPP M3 are; (a) Strengths factor: capture area is large enough, the number of fisherman is many enough, the high biological diversity, the quality of capture result is good enough and the high of unprocessed capture result, (b) Weaknesses factors are; the cathing way is still traditionally, the handling technology of time after fish harvest is still simple, fisherman?s knowledge is still low, marketing system takes fisherman on weak position, and need high enough investation whereas external factors that influence of fisherman expedient is done by LEPP M3 are : (a) Opportunities factors: trade globalization, increasing of sea fishery result to be exported, the number of people increase, government policy of sea fishery development, and potential area is vey supported, (b) Threats factors: sea pollution is high enough, the plundering by modern ships from other countries, the catching that damage the ecosystem, erosion and beach abrasion and people interest conflict, private and sectoral, (2) Fisherman?s opinions of the impact LEPP M3 activities on people expedient is good, the opinions of implementation of fund submission is easy, whereas the hoped in accordance with fund submission, make fund submission procedure easier, tools assistance continuously, partner establishment aid with factory and human building is hoped done until marketing process, and (3) strategies of fisherman expedient by LEPP M3: Recontruction agroindustry of processing of sea fishery result that is market oriented, interest the investor, increasing of fisherman?s knowlwdge and using technology by means of illumination and training and becoming one of expedient organizatition in one group that can make capacity building (CB) although technical building (TB)
