Abstract :
The source of this research is based on the phenomenon of the issues raised by the issue of the magazine due on 31 January 16 to 22 cases of procurement corruption scandal to the people of middle power in a number of areas undertaken by Sutan Bhatoegana. In this study perform or interpret meaning by identifying as a whole. Caricature on the cover of the magazine due to be analyzed. so that ultimately can be obtained from the interpretation of data concerning the caricature portrayal of "SHOCK ELECTRICAL PROJECT TENDER" on the issue of Tempo Magazine Cover 16 to 22 January 2012. Theory used in this study is semiotic theory of Charles S. Pierce. Pierce semiotic theory argues that the mark is formed by the triangular relationship that is the sign associated with the object yangdirujuknya. The relationship led to interpretan. Pierce describes his model as follows: A sign is something that the member mean something to someone. This study used a qualitative descriptive research method with semiotic approach. The reason researchers used descriptive method kualtatif there are several factors considered, the first qualitative descriptive method will be easier to adjust when in fact double the research, both qualitative descriptive method presents a direct relationship between the researcher with the object of research, these three descriptive qualitative methods are more sensitive and can adjust themselves with a lot of influence on the patterns of values encountered. Descriptions of some of the conclusions as outlined above, the pure subjectivity and only limited understanding of researchers, differences in viewpoints and opinions are valid under Descriptive Qualitative Methods.
