Abstract :
The Covid-19 pandemic threatens the Indonesian economy, including the Riau Islands Province, especially Tanjungpinang City. Many micro, small and medium enterprises are bankrupt and are in danger of going out of business. This has resulted in a decrease in income and a large number of employees being laid off. Meanwhile, there are 4,415 MSME affected by the Covid-19 pandemic in Tanjungpinang City. This study aims to examine the role of the government, especially the Tanjung Pinang Cooperatives and Micro Business Office in responding to the impact of the Covid-19 pandemic on micro, small and medium enterprises (MSME) through economic recovery policies and national programs. The method used in this research is descriptive qualitative method where data collection uses observation, intervi ews and documentation. Then analyze the data by reducing the data, presenting it, and drawing conclusions and suggestions. This study finds that the role of the government, especially the Tanjungpinang Cooperative and Micro Business Bureau, is very important in the development and development of the economic sector because the government's role and support can formulate guidelines for the initial steps that must be taken, to realize a better economic sector. In this study, the authors classify into three types of roles, namely, the role of the Cooperative Service as a Facilitator, Regulator, and Catalyst. Facilitators play a role in providing facilities and infrastructure as well as training and guidance, Regulators play a role in regulating policies for economic recovery, Catalysts play a role in collaborating with banks to assist MSME actors in accessing loan capital, due to the current pandemic conditions, MSME actors are a real part of the process. really feel the impact of this pandemic.
