Abstract :
People with Social Welfare Problems are social problems that occur in Tanjungpinang City, one of which is silver people and street clowns who are starting to be found, this is a new reality due to economic conditions due to the Covid19 pandemic. The motive for being a silver man and a street clown was initially due to economic factors, because this job was considered easy to earn money and fulfill daily needs. This study aims to see how the Social Service?s policy in dealing with PMKS. This research method uses descriptive qualitative in the form of words and data not based on the calculation of percentages, averages, and statistical calculations, this study also uses the Van Metter and Van Horn models in implementing the policies of the two public policy experts who propose theories/ the model departs from an argument that differences in the implementation process will be influenced by the nature of the policy to be implemented. Therefore, the approach is to link policy issues with implementation and a conceptual model that links policy to work performance or performance. The results of this study are that the Social Service adheres to Regional Regulation Number 7 of 2018 concerning Public Order. The purpose of this policy is to regulate PWSWP which disturbs public order and roads in Tanjungpinang City. With this the Social Service can control and coordinate PMKS in Tanjungpinang City through cooperation by forming a Quick Response Team consisting of 3 agencies, namely the Social Service, Satpol PP and the Health Service which have their respective functions and duties.
