Abstract :
The emergence of unlicensed money changer services, because the practice of conducting a Money Changer business has not been in accordance with the applicable terms and conditions, The purpose of this study is to determine legal protection for consumers who experience losses due to unlicensed money changers (Tanjungpinang City Study). The research method used in this study is normative-empirical legal research. of legal rules in real behavior as a result of the enforceability of legal norms. Where there are still unlicensed money changers that have an impact on consumers. Some of the main factors that influence the rise of unlicensed money changers are due to the uneducation related to the importance of licensed money changers, other factors are procedures and permits that require a long time. Therefore, Bank Indonesia continuously strives to maximize supervision, action and education related to the importance of money changer licensing so as to reduce the negative impacts of unlicensed money changers on tourists / consumers. There are two types of legal protection for consumers due to fraud of unlicensed Money Changer companies that cause losses to consumers, namely, preventive protection in the form of social media education, and providing information on the official website of Bank Indonesia related to Money Changer companies that do not have licenses and repressive protection or the last protection in the form of compensation in the form of compensation payments to consumers, written reprimands, and termination of commercial activities.
