Abstract :
Cases of sexual violence against children in Karimun Regency continue to increase from 2020-2022. This research aims to find out the role of the state through DPPKBP3A in handling sexual violence against children in Karimun Regency. This research uses Biddle and Thomas's theory which uses four indicators, namely expectations, norms, forms of behavior, evaluation and sanctions. The type of research used is qualitative descriptive research. Data collected using interview and documentation methods. The results of this research show that the hope of the victim's family is for the victim to escape the trauma they have experienced, and this hope is in line with what is intended by the state. In carrying out the role of DPPKBP3A and UPTD PPA, they prioritize norms in carrying out their duties, not only adhering to existing regulations and laws, namely Regent's Regulation Number 98 of 2022 concerning Organizational Structure and Job Descriptions of Regional Services, Regional Regulation Number 5 of 2018 concerning Implementation of Women's Protection and Children as well as Regent's Regulation Number 1 of 2022 concerning the Formation, Position, Organizational Structure, Duties and Functions, and UPTD Procedures for the Protection of Women and Children in DPPKBP3A Karimun Regency, however, the department also works by upholding human values and a high sense of empathy. DPPKBP3A always provides concrete behavior or evidence. This concrete manifestation can be seen from what DPPKBP3A has done, including case management, victim assistance, mediation and trauma healing for the handling phase. Meanwhile, prevention of sexual violence in the future is carried out through outreach to schools and direct outreach to the community. The Karimun Regency DPPKBP3A Service received positive values in every step of its work. In other words, the victim's family has provided a positive view of what DPPKBP3A has done in dealing with acts of violence against children in Karimun Regency. The obstacles faced by the state in dealing with acts of sexual violence against children are a lack of human resources, natural factors and also victims who are difficult to ask for information.
