Abstract :
Traffic control volunteers are unofficial traffic controllers who are usually found at junctions, around the corner, and at intersections. In the city of Batam, the problem of congestion is still not resolved from time to time, therefore one of the helpers to deal with congestion with the support of the community who takes an action or decision makes it an opportunity to volunteer as a traffic controller at every intersection. With this, the purpose of this research is to find out the emergence of traffic control volunteers in the Sagulung sub-district. Based on the rational choice theory approach as attention to actors who are interventions to shape a social change, from a choice by looking at the situation to give a freedom to determine the choice that should be made. Meanwhile, a resource is an actor who has control and has a certain interest in which the resource as something can be controlled by the actor. The research method used is a descriptive type with a qualitative approach, using data collection techniques such as observation, interviews, and documentation. The results of this study indicate that employment problems are a factor in causing various social and demographic problems. In addition, the presence or choice of volunteering as a traffic control volunteer does not seem to have been acknowledged by the Barresta Polresta Traffic Police regarding the presence of these traffic control volunteers. The conclusion from this study is that there is a difference of understanding or a difference of opinion in managing traffic in the Sagulung sub-district, which is a job that does not have the skills to make an action that is carried out to make ends meet.
