Abstract :
As for the phenomenon of problems that occur in the field in implementing the KIA program in Karimun Regency, up to now there are still many children who do not have MCH due to several causes, namely the lack of enthusiasm of residents in Karimun Regency towards KIA and the lack of related information about MCH, in fact every child is required to do so. have an identity card and there is still a lack of benefits or usefulness of KIA in Karimun Regency because to this day it is still not a priority mandatory requirement in government or even private institutions and there are no sanctions for parents or children who do not have KIA and what is felt by community, researchers want to study further regarding "Implementation of the Child Identity Card (KIA) Program in Karimun Regency. The object of this research is the implementation of the Child Identity Card (KIA). This research uses a qualitative descriptive method with an interview guide using David C Korten's theory which has indicators, namely Program Indicators, namely the Program is related to this, the goal to be achieved clearly is the implementation of the Child Identity Card ( KIA) there are policy objectives in achieving the objectives of implementing Child Identity Cards (KIA) there are strategies in implementing the implementation of KIA. Implementing indicators, namely target group, there must be compatibility between the target group and the implementing organization to be able to obtain program results that are in accordance with the program target group, in this case the targets are children under the age of 17 years and under. Implementation Target Indicator, namely that in implementation there must be similarities between the implementing organization's programs, namely similarities between the tasks required by the program and the organization's capabilities, in this case the population and civil registration services in implementing KIA, therefore the ability of the implementer is the human resource that influences the success of implementation, in this case the implementation KIA. This element of program implementation depends on the fact that if the program results do not meet the needs of the target group, the results clearly cannot be used.
