Abstract :
The use of Electronic Government in the implementation of official manuscripts as specifically stated in the Regulation of the Minister of Education and Culture of the Republic of Indonesia No.2 of 2019 concerning Guidelines for the Implementation of Electronic Office Manuscripts is realized in the form of the SINDE application which is Government to Government so that official manuscript management runs effectively, efficiently, planned, and accountable. The purpose of this study is to determine the policy implementation of SINDE in official manuscript management at Raja Ali Haji Maritime University in 2023 using Van Mater and Van Horn theories. The method used is descriptive qualitative with 19 informants and using techniques and data collection in the form of observation, interviews and documentation. The results of research in terms of communication provided to the implementation of SINDE at Raja Ali Haji Maritime University to section unit operators in the form of socialization, training, coordination forums, and structural authority duties have been explained and conveyed properly, so that the implementation felt by the operators has an easy impact on the process of distributing letters. But technically it does not rule out the possibility of problems in network facilities that hinder the process of sending letters, as well as the procurement of electronic signatures to further optimize the implementation of this electronic-based correspondence.
