Abstract :
CONSUMER PROTECTION AGAINST ELECTRICITY BY PLN SUB RAYON DAIK (Study on Daik Lingga Robat Palace Street) By INTAN BAIDURI NIM. 190574201053 Abstract Law Number 30 of 2009 concerning Electricity stipulates that "Electricity is everything related to the provision and utilization of electricity and supporting businesses for electricity. Electricity on Lingga Island, precisely under the auspices of PLN Sub Rayon Daik, often experiences blackouts, PLN often goes off suddenly for no apparent reason. This has been happening since 2018 to 2024. Blackouts are often caused by disruptions to the electricity infrastructure, such as damage to transformers or cables that require maintenance. The purpose of this study is to determine consumer protection and dispute resolution regarding the action of blackouts by PLN Sub Rayon Daik (Study on Jalan Istana Robat Daik Lingga). This research method is normative-empirical legal research, informants consisting of 11 people with techniques and data collection, namely interviews and documentation. The theory used is the theory of legal protection according to Satijipto Raharjo. The results of the study where Consumer Protection against the power outage action carried out by PLN Sub Rayon Daik (Study on Jalan Istana Robat Daik Lingga) found that there is protection regulated in Law Number 8 of 1999 concerning Consumer Protection and in Law Number 30 of 2009 concerning Electricity, as well as in the Decree of the Directorate General of Electricity and Energy Utilization Number 114-12 / 39 / 600.2 / 2002 concerning the Quality Indicator of Electricity Supply Services for the Public PT PLN must implement forms of protection of consumer rights through the dissemination of information to customers about the planned blackout, the form of protection for consumers is that PLN opens complaints openly to the public to come to the PLN office if a loss occurs, and provides information to the public about information on power outages, and is responsible for complaints of damage received by the public.
