Abstract :
This study aims to analyze the process of creating a hegemonic government system in the novel Mockingjay by Suzanne Collin which was caused by the rebellion movement carried out by the District community. Mockingjay is the third book in The Hunger Games trilogy. The researcher tries to convey the reasons behind the resistance carried out by the District community and describe the level of hegemony that appears in the novel during the rebellion movement. In analyzing, the writer uses qualitative methods and Antonio Gramsci's theory of hegemony. The source of the research data was taken from quotations in the novel Mockingjay and also based on existing research references. The results of this study indicate that there are three levels of hegemony in Mockingjay's novel, namely Minimum Hegemony, Decadent Hegemony, and Total Hegemony
