Abstract :
Salah satu sentra pengembangan komoditas jeruk keprok di Jawa Timur adalah Kota Batu yang telah ditetapkan oleh Direktorat Jenderal Holtikultura pada tahun 2009 melalui Program Keproknisasi Nasional. Berdasarkan Renstra Dinas Pertanian Kota Batu tahun 2017 – 2022, Desa Punten telah ditetapkan sebagai kawasan pengembangan komoditas hortikultura di Kecamatan Bumiaji. Desa Punten merupakan desa yang telah melahirkan salah satu komoditas hortikultura berupa varietas jeruk unggulan nasional yaitu Jeruk Keprok Batu 55. Jeruk Keprok Batu 55 memiliki harga jual 75 % lebih tinggi dibandingkan harga jual apel, dengan proyek keuntungan 82 % lebih tinggi dibandingkan proyeksi keuntungan apel. Dari segi produktivitas jeruk keprok mengalami peningkatan sebesar 7 % pada tahun 2019, sementara produktivitas apel yang mengalami penurunan sebesar 7,34 % pada tahun yang sama. Karena Desa Punten berpotensi untuk menjadi sentra pengembangan jeruk keprok, sehingga diperlukan penelitian lebih lanjut terkait arahan pengembangan Desa Punten sebagai sentra pengembangan jeruk keprok di Kecamatan Bumiaji, Kota Batu. Penelitian ini menggunakan teknik analisis Content Analysis yang digunakan untuk menentukan faktor – faktor yang berpengaruh terhadap pengembangan budidaya jeruk keprok. Kedua digunakan Analisis Deskriptif untuk mengetahui potensi dan masalah dari setiap faktor – faktor yang berpengaruh. Terakhir, Analisis Triangulasi digunakan untuk merumuskan arahan pengembangan Desa Punten sebagai sentra budidaya komoditas jeruk keprok di Kecamatan Bumiaji, Kota Batu. Faktor-faktor yang berpengaruh terhadap pengembangan budidaya jeruk keprok batu 55 adalah komoditi primer, kualitas bibit, lahan pertanian, gapoktan, koperasi, program pertanian, kualitas petani, tenaga kerja produksi, tingkat kebutuhan konsumen, dan irigasi. Potensi dan masalah yang terdapat dalam pengembangan budidaya Jeruk Keprok Batu 55 di Desa Punten, meliputi (1) potensi : sudah terdapat varietas jeruk keprok batu 55; dan bibit telah dikeluarkan oleh Balitjestro, (2) masalah : kebutuhan lahan belum memenuhi parameter minimum sentra produksi jeruk sebesar 25 Ha; belum tersedianya Gapoktan dan KUD yang menjalankan program Keproknisasi; belum adanya ketetapan tenaga kerja produksi yang menguasai kemampuan budidaya; serta belum meratanya penggunaan sistem irigasi tetes. Berdasarkan hasil identifikasi potensi dan masalah pada faktor – faktor yang berpengaruh, dihasilkan arahan pengembangan meliputi penetapan varietas jeruk keprok batu 55; bantuan pemenuhan kebutuhan bibit; perluasan lahan budidaya sebesar 11 Ha; membentuk gapoktan dan KUD; penetapan program strategis keproknisasi; pengadakan pelatihan budidaya; standarisasi kebutuhan tenaga kerja budidaya; serta meningkatkan hasil produksi sebesar minimal 3.434 ton dengan melibatkan desa-desa pembudidaya jeruk keprok di Kecamatan Bumiaji. ================================================================================================ One of the centers for the development of tangerines in East Java is Batu City which has been established by the Directorate General of Horticulture in 2009 through the ‘Keproknisasi’ National Program. Based on the Strategic Plan of the Batu City Agriculture Service for 2017 – 2022, Punten Village has been designated as a horticultural commodity development area in Bumiaji District. Punten village is a village that has given birth to one of the horticultural commodities in the form of a national superior citrus variety, namely Tangerine Batu 55. Tangerine Batu 55 has a selling price of 75% higher than the selling price of apples, with a projected profit of 82% higher than the projected profit of apples. In terms of productivity, tangerines increased by 7% in 2019, while apple productivity decreased by 7.34% in the same year. Because Punten Village has the potential to become a tangerine development center, further research is needed regarding the direction of developing Punten Village as a tangerine development center in Bumiaji District, Batu City. This research uses the Content Analysis technique which is used to determine the factors that influence the development of tangerine cultivation. Second, descriptive analysis is used to determine the potential and problems of each influencing factor. Finally, triangulation analysis was used to formulate the direction for the development of Punten Village as a center for the cultivation of tangerines in Bumiaji District, Batu City. From the results of the Content Analysis, the factors that influence the development of the cultivation of Tangerine Batu 55 are primary commodities, quality of seeds, agricultural land, Gapoktan, cooperatives, agricultural programs, quality of farmers, production workforce, level of consumer needs, and irrigation.
