Abstract :
Pemerintah Indonesia berencana memindahkan Ibu Kota Negara (IKN) dari Provinsi DKI Jakarta ke Kalimantan Timur. Kota Balikpapan ditunjuk sebagai kota pendukung IKN tersebut. Namun, sumber daya manusia Kota Balikpapan masih dalam upaya peningkatan dalam penerapan smart society. Penelitian ini memiliki tujuan untuk mengidentifikasi, menganalisis, serta memberi saran berupa strategi inovasi program untuk mengembangkan sub dimensi smart society kepada pemerintah Kota Balikpapan yang memiliki peran sebagai kota pendukung IKN. Data penelitian terdiri dari data primer yang didapatkan melalui hasil Focus Group Discussion (FGD) dengan Pemerintah Kota Balikpapan. Penentuan sampel dilakukan dengan teknik pusposive sampling. Pengolahan data dilakukan dengan analisis SWOT, matriks IFE, EFE, TOWS matrix, dan QSPM. Penelitian ini menggunakan metode QSPM sebagai analisis data serta membutuhkan tiga responden yang ahli di bidangnya sebagai pengisi bobot QSPM. Penelitian ini menghasilkan prioritas strategi dalam sub dimensi komunitas, yaitu ?Membuat program ekstrakurikuler mulai dari Sekolah Dasar (SD) untuk bahas asing (Bahasa Inggris)?. Kemudian, dari sub dimensi pendidikan adalah ?Memberikan syarat minimal pendidikan S1 atau memiliki sertifikasi di bidangnya?. Strategi pada sub dimensi keamanan, yaitu ?Meningkatkan layanan prima dari aplikasi pelaporan bencana?. ==================================================================================================================================== The Indonesian government plans to relocate the country's capital city (Ibu Kota Negara/IKN) from the Province of DKI Jakarta to East Kalimantan. The city of Balikpapan has been designated as the supporting city for the IKN. However, the human resources in Balikpapan are still in the process of improving the implementation of a smart society. This research aims to identify, analyze, and provide innovative program strategies to develop the sub-dimensions of a smart society to the government of Balikpapan, which has a role as the supporting city for the IKN. The research data consists of primary data obtained through the results of Focus Group Discussions (FGDs) with the Balikpapan City Government. The sample determination is conducted using purposive sampling techniques. Data processing is done using SWOT analysis, IFE and EFE matrices, TOWS matrix, and QSPM. This research uses the QSPM method for data analysis and requires three expert respondents in their respective fields to fill in the QSPM weights. This study prioritizes strategies in the community sub-dimension, namely "Implementing extracurricular programs starting from elementary schools for foreign languages (English)". Furthermore, in the education sub-dimension, the strategy is "Requiring a minimum of a Bachelor's degree or certification in their respective fields". The strategy for the security sub-dimension is "Improving excellent services through a disaster reporting application".
