Abstract :
Control of billiards is inseparable from the application of established policies. This is the City of Pekanbaru in order to regulate business billiard operating hours based on the Regional Regulation of the City of Pekanbaru Number 03 of 2002 concerning Public Entertainment, The implementation of controlling billiard operating hours which is carried out directly by the Municipal Civil Service Police Unit Pekanbaru can not be separated from the form of policy implementation which includes Communication, Resources, Disposition, and Bureaucratic Structure. The purpose of this study was to determine the Implementation of Pekanbaru City Regulation Number 03 of 2002 Concerning Public Entertainment (Study of Ordering Billiard Business in Pekanbaru City) and to know the obstacles in Implementing the Pekanbaru City Regulation Number 03 of 2002 Concerning General Entertainment (Study of Ordering Billiard Business in Pekanbaru City). The research method used is a quantitative method. The research results of the Implementation of Pekanbaru City Regulation Number 03 of 2002 Concerning General Entertainment (Study of Ordering Billiard Businesses in Pekanbaru City) through four indicators are in the category ?quite done?. It is known that the regulation of billiard business has been carried out through the socialization of billiard operating hours, conducting supervision, giving an appeal and applying sanctions for violations of billiard operating hours however, in reality, not all billiard businesses apply the operating hour rules because this is not yet evenly spread out, supervision, appeals and strict sanctions for every billiard business, so there are still many billiard businesses that violate established rules. However, the authors suggest that the Pekanbaru City Civil Service Police Unit conducts socialization, Oversight, Appeal and the application of sanctions against any ownership of existing billiard businesses and cooperates with the community in handling billiard businesses that violate operating hours.
