Abstract :
The research ultimately aims to learn the objectives of the local government that ook hold of its responsibility to be engaged in playing a vital role of sewage reatment and oil palm management in Koto Kampar Hulu District, Kampar Regency, Riau, Indonesia. It was investigated thoroughly by using the theory of upervision proposed by Terry. Located in Koto Kampar Hulu District, using qualitative descriptive approaches was the most preferred ones that concentrate on nterviews as a medium of data collection, which were meant to be primary raw materials that function to analyze the empirical circumstances of its objectivity regarding to where it took place. As to whom to be the reseach informants, they were Kepala Seksi Pencemaran dan Limbah B3 Dinas Lingkungan Hidup Kabupaten Kampar (Head of Hazardous and Toxic Materials Mitigation of Kampar Regency Environmental Protection Agency), Humas PT. Padasa Enam Utama (Public Relations of Padasa Enam Utama Ltd.), Camat Koto Kampar Hulu Head of Koto Kampar Hulu District), and the other two residents who have been badly affected by the presence of oil palm wastes. Research informants needed to use purposive sampling technique with the addition of including multiple data ollection techniques that were made up of the primary data that had been ollected after getting through an interview, and the secondary data had been arried out by using documentation techniques. Meanwhile, data analysis nteractive model had also followed up on it as the most preferred data analysis echnique, providing the fact that the researcher had concluded that the objectives aken by the local government in case of sewage treatment and oil palm management in Koto Kampar Hulu District was considered to be fairly atisfactory during the process of putting all the efforts into action, even though he results did not live up to the expectations as the contamination of water bodies hould remain the great concern for the local government.
