Abstract :
Village-Owned Enterprises (BUMDes) are institutions engaged in social and economic fields as a form of providing services for the community as an effort from the Village Government in improving the economy. The purpose of this study was to find out how the strategy of increasing Village-Owned Enterprises and Pagaran Tapah Villages and to determine the inhibiting factors of Village-Owned Enterprises in improving the Village economy in Pagaran Tapah Village, Pagaran Tapah Darussalam District, Rokan Hulu Regency. This research method is qualitative. The theory used is the theory of J Winardi. Indicator that are used as measurements in this research. The results of this study are seen from the objective indicator, namely, so that the village community, it can be handled as soon as possible and there is no longer poverty. Then from the policy indicators, namely the Village_Owned Enterprises if Patap Mandiri, Pagaran Tapah Village, Pagaran Tapah Darussalam District, Rokan Hulu Regency, following the policy issud by the Rokan Hulu Regency Regional Regulation concerning Village-Owned Enterprises. Meanwhile, the progam indicators are in the from of progams that have been realized and progams thas have not been realized. Based on the results of thr analysis of the date obtained, it can be conduded that the strategy of the Pagaran Tapah village-Owned Enterprises, Pagaran Tapah Darussalam District, Rokan Hulu Regency has not been optimal in implementing progams and policies from the Village Head and BUMDes Patap Mandiri Manangement whicis tend be less assertive in dealing with problems of increasing the village economy.
