Abstract :
The type of research, namaly research that describes sytematically, factually and accurately about the facts, characteristics and relationships being investigated. Resource persons consist of village heads, heads of community empowerment institutions (LPM). Data collection used is observation, interviews and documentation. The results showed that the effectiveness of the coordinations between the village head and community empowerment institutions (LPM) in particioatory physical development planning in the village of rawang sari pangkalan lesung sub-district pelalawan district went well. The supporting factor in the coodination of the village head with the community empowerment institution (LPM) is community participation. While the inhibiting factors in the coordination of the village head with community empowerment institutions (LPM) consist of internal inhibiting factors and esternal inhibiting factors.
