Abstract :
Protection The purpose of this study was to find out and explain how the process of empoweringsmall micro-enterprises in Kampar district, and to find out the obstacles that occur inthe small-scale community information in this study using the theory from GinanjarKartasasmita which states that empowerment can be seen from three sides, namely , itis possible to create an atmosphere or climate that allows the community to develop,empowering is to provide knowledge that is owned by the community in order tosolve problems and meet their needs independently, protection must protect weakpeople from being oppressed by strong groups so as to eliminate all forms ofdiscrimination and domination . The population in this study were the heads of tradeoffices, cooperatives and small micro businesses. Head of the UMK empowermentsection, head of the empowerment, development, promotion section and businessopportunities as well as small micro business actors in the Kampar district. And theentire population is sampled using census techniques. Collecting data is done bydisseminating questionnaires and then conducting interviews, documentation. Thenanalyzed using percentage techniques to find out how much the respondent's responsestated good. Good enough, and not good, based on the research, it was concluded thatthe community micro small business empowerment activities by the cooperative andMSE trade offices in the kampar district were in the category of "Good Enough" thiswas in accordance with the steps and statements of theresearch respondents.
