Abstract :
During its development, the increasing arrival and presence of asylum seekers in the city of Pekanbaru has presented its own problems which are feared to have an impact in the fields of ideology, politics, economy, socio-culture, national security, and immigration vulnerability. This study aims to determine how network governance is in dealing with asylum seekers at the Class 1 Immigration Office of Pekanbaru City and to determine the obstacles in dealing with asylum seekers. This study uses a qualitative method, which is a study that makes humans as research instruments tailored to the situation in the field in relation to data collection which is generally qualitative in nature and is a research procedure that produces descriptive data in the form of written or spoken words from people. and observable behavior. Writing consists of the same primary data obtained through research tools in the form of interviews, documentation and observations and secondary data obtained by interview results in accordance with the results of research, namely in dealing with asylum seekers in Pekanbaru City which involves the three institutions namely the Immigration Office, UNHCR, and Rudenim have coordinated with each other and this has been quite effective. The conclusion is that in terms of involvement, commitment, roles, and mechanisms have been carried out well from the three institutions. Suggestions for research are to further optimize the relationship of cooperation and coordination with the Pekanbaru City Government, the police and other parties involved in monitoring the existence of asylum seekers or illegal immigrants in Pekanbaru.
