Abstract :
In an organization, namely puskesmas, so that health workers can work productively and effectively, an educational and training program is needed that is useful for achieving organizational goals by using human resources. In Siak District, education and training of health workers is still very minimal, this greatly affects the ability and skills of officers in carrying out their duties and functions as health workers so that the services provided to the community are minimal and not optimal. From the many cases that occurred in many areas, it is clear that the puskesmas has a low image at this time. In terms of facilities, puskesmas have complete facilities with funds that have been handed over to the responsible Health Office in accordance with government subsidies in the health sector. In this study, researchers want to see services for patients or the community who come for treatment and inpatients. There are not too many inpatients at this puskesmas because of the lack of facilities provided by the puskesmas. The purpose of this study was to analyze the implementation of public services at the Public Health Center Office (PUSKESMAS) Kandis Siak Regency and the inhibiting factors. The research method used is a qualitative method with data collection through interviews, observations and documentation. The results of the study, namely the implementation of public services at the Public Health Center Office (PUSKESMAS) Kandis Siak Regency were in the good enough category, because the researchers assessed that for employee informants there was an element of lack of honesty in filling out questionnaire data, this was influenced by employee psychological factors, in the performance of employees they work in their own agency.
