Abstract :
The Community Based Sanitation Program-Islamic Development Bank is a form of government policy implemented by the Ministry of Public Works in an effort to achieve the Millennium Development Goals and universal access to drinking water and sanitation as stated in Presidential Regulation No. 2 of 2015 concerning the 2015-2019 RPJMN which is financed by assistance from the Islamic Development Bank. The purpose of this study was to determine the implementation of the SANIMAS-IDB Program and to see the factors inhibiting the implementation of the program in Lembah Sari Village. This study uses a qualitative method. The indicators used include standards and policy objectives, resources, characteristics of the implementing organization, attitudes of the implementers and the social, economic and political environment. The informants in this study were the Head of the Lembah Sari Urban Village, the Head of KSM, the KPP Chair, the Head of Rt 01 Rw 01, and the community at Rt 01 Rw 01, while the key informant was the Commitment Making Officer for the SANIMAS-IDB Program of the Perkrim Office of Pekanbaru City. The results of this study are that the implementation of the SANIMAS-IDB Program in Lembah Sari Village has been running, but in its implementation there are still obstacles such as lack of socialization, lack of coordination between executors, difficulty in awakening and building cooperation with the community in implementing the SANIMAS-IDB program.
