Abstract :
This research was conducted on the basis of the lack of community concern for the Family Planning Village Program in Kampung Tualang and the lack of understanding of the community due to differences in levels of knowledge, education, age, experience, occupation, gender, and age as well as patterns of thought or perceptions of people who still think that they have Many children have a lot of luck, as well as a lack of public awareness in improving the quality of life through the Family Planning Village Program. The Family Planning Village Program is a form of community empowerment program that aims to improve the quality of life of the community to a better level and limit the occurrence of population explosion, alleviate poverty, and empower the potential of the community to play a real role in development. The purpose of this research is to describe and analyze how Community Empowerment through the Family Planning Village (KB) Program in Tualang Village, Tualang District, Siak Regency, and also to find out the obstacles in carrying out Community Empowerment through the Family Planning Village Program (KB) in Tualang Village, Siak Regency. using the theory of Empowerment Suharto (2005: 67) with indicators in conducting Community Empowerment, namely Enabling, Strengthening, Protection, Support, and Maintenance. The method used in this research is a qualitative method. The results of the study concluded that Community Empowerment through the Family Planning Village Program in Tualang Village, Tualang District, Siak Regency so far has not been effective.
