Abstract :
This research was conducted aimed at evaluating and analyzing the implementation of Pekanbaru City Regulation Number 3 of 2002 concerning public entertainment (case study of billiard public entertainment in Pekanbaru City). As well as explaining and knowing the obstacles in evaluating the implementation of Pekanbaru City Regulation No. 3 of 2002 concerning public entertainment (case study of billiard public entertainment in Pekanbaru City). This research uses descriptive survey research type. The population in this study were 1 Head of the Satpol PP Pekanbaru City and Pekanbaru Municipal Civil Service Police, the Limapuluh Camat of Pekanbaru and the operational staff, community / billiard owner and visitors of the billiard area in the Limapuluh subdistrict of Pekanbaru City. The sampling method uses simple random sampling method. Data collection methods using interviews, observation, questionnaires and documentation. It can be concluded that Pekanbaru City Regulation number 3 of 2002 concerning public entertainment is a regional regulation made by the Pekanbaru city government to regulate and regulate public entertainment venues in the city of Pekanbaru. In the application of Pekanbaru City Regulation number 3 of 2002 concerning Public Entertainment there must also be obstacles or obstacles faced by Law Enforcement Officers in implementing Regional Regulations. The inhibiting factors faced by Pekanbaru City Police Satpol are still lack of knowledge and understanding from the public about the meaning and function contained in the Regional Regulation. The community does not want to cooperate in providing information on the existence of billiards that also sell alcoholic drinks that are allegedly violating regulations and are considered to disturb public order and public peace. In addition, the lack of effective socialization of Regional Regulations carried out by the Pekanbaru City Government so that the Regional Regulations are in the eyes of the general public with minimal knowledge, many do not understand
