Abstract :
This study aims to see how the UPT is parking in implementing parking control in Mandau District, as it is known that UPT parking is a state apparatus responsible for managing parking in the Mandau District area. As it is known that parking in Mandau sub-district is currently not well ordered, because of careless parking will cause the road to become congested, especially during peak hours and holidays. The role of the UPT parking lot is needed to create a better parking in Duri City, but this cannot be done without the full support of the Bengkalis Regency Government and the community. Land requirements for parking are needed and adjusted to the number of vehicles, because not comparable to the number of vehicles and parking available. The research indicators in this study use the Budiarjo theory with three research items namely; Rules, Actions and Sanctions. In accordance with the problems of this research, the method of this type of research is qualitative with descriptive type. These results indicate that the parking UPT does not play an active role in implementing parking control. The inhibiting factors are the absence of a budget from Bengkalis Regency APBD for Parking UPT, lack of advice and infrastructure, and lack of UPT Parking staff.
