Abstract :
Currently, some local government is busy with a free education program launched by the central government. Prpgram free education refers to the purpose of the state, namely the intellectual life of the nation. However, free education was as just daydreaming state elites. If we see in the field of education is the venue for the schools and colleges in Indonesia, no schools were entirely free or free of charge. One of the local government who have undergone free education program that is Pelalawan. Free education program in Pelalawan based on Pelalawan Regional Regulation No. 13 of 2012 boosted by the policy application in the Regent Regulation No. 13 Year 2013 on the Implementation of Free Education. As for the purpose of this research is to determine the implementation of Bengkalis District Regulation No. 12 of 2011 To know and assess the implementation Palalawan decree No. 13 of 2013 concerning free education provision in SMAN 1 Pangkalan Kerinci and constraints. The method used is descriptive qualitative and quantitative; A sample of 58 people. Techniques of data collection questionnaire and interview and descriptive data analysis, qualitative and quantitative. The results of research that Pelalawan District Implementation Regulation No. 13 Year 2013 on the Implementation of Free Education (Studies in SMA Negeri 1 Pangkalan Kerinci) in the category has not gone well. Inhibiting factor in the implementation of the decree Palalawan Number 13 Year 2013 on the Implementation of Free Education (Studies in SMA Negeri 1 Pangkalan Kerinci), namely, the lack of infrastructure and energy, and the limited budget of educational development, internal coordination has not been fully realized, the synchronization program and others , weak work ethic, discipline and weak implementation of the curriculum so that the function has not materialized steady performance (professional).
