Abstract By Mhd. Paisyal Hafidzi The problems,this research is know by where street vendors are illegal traders who have violated illegal regulations, while a place for street vendors has been provided by the government contained in the kiosk. The purpose of this study was to determine the Implementation of Pekanbaru City Government Policies in Ordering Street Vendors in Lotus Road Kelurahan Padang Bulan Village Senapelan District. In conducting this research, researchers used a type of descriptive survey, with the type of qualitative research, qualitative research are methods to explore and understand the meaning by a number of individuals or groups of people ascribed to social or humanitarian problems. The process of conducting research by the author is to focus research in the office of the Civil Service Police Unit, where to find the answers I expect, the author uses the basis of Edward III's theory in Widodo's book, where in the theory it is said that the factors that influence success or failure Policy implementation is a factor of Communication, Human Resources, Disposition, Bureaucratic Structure. Based on this analysis technique, the researchers assessed and concluded that the Implementation of the Pekanbaru City Government Policy in Ordering Street Vendors in the Lotus Road of Padang Bulan Subdistrict, Senapelan District came to a conclusion with the answer Quite Done, this is evidenced from the facts in the field that every time the Civil Service Police Unit The city of Pekanbaru conducts control, the street vendors will only obey it in a matter of days, the rest they will return to their usual trading activities. As for the writer's suggestion on the results of this study is that in addition to controlling, the Civil Service Police Unit should guard or supervise the location of Jl.Teratai, this is to prevent the street vendors from doing business anymore.
