Abstract :
Beggars bum is someone who lives at the same vagrancy and begging. The existence of vagrants and beggars in the city of Pekanbaru is one of the challenges in realizing the ideals of the Local Government City of Pekanbaru to manifest into a beautiful, orderly and safe. In essence the presence of vagrants and beggars in the city of Pekanbaru is the community that is not desired by all parties, to minimize problems vagrants and beggars in the city of Pekanbaru, Pekanbaru City Government seek countermeasures and prevention through the control performed by the Civil Service Police Unit Pekanbaru (municipal police). The formulation of the problem as follows : How does the role of Civil Service Police Unit in the discipline vagrants and beggars in the city of Pekanbaru ?. While the purpose of this study was to determine and describe the role of Civil Service Police Unit in the discipline vagrants and beggars in the city of Pekanbaru and constraints to determine the role of Civil Service Police Unit in the discipline vagrants and beggars in the city of Pekanbaru. The method used is descriptive, qualitative and quantitative ; Samples that police Members Civil Service and vagrants and beggars who totaled 68 people. Techniques of data collection questionnaire and interviews as well as descriptive data analysis, qualitative and quantitative. This study concluded that based on the results of research that has been done, then the conclusion of researchers on the role of Civil Service Police Unit in the discipline vagrants and beggars in the city of Pekanbaru is ?Good Enough?. Barriers found in this study is the absence of regulations governing the particulars of vagrants and beggars, while the current police authority of the Civil Service in the city of Pekanbaru to curb vagrants and beggars who violate public order just based on the Rules of Pekanbaru City Regional Public Order so that it this makes the role of the Civil Service Pekanbaru City police are very limited. Also still weak coordination between the police civil service with the Department of Social Pekanbaru Pekanbaru is also a very influential factor in determining the role of the Civil Service Pekanbaru City police in maintaining public order in the city of Pekanbaru.
