Abstract :
This study aims to determine and analyze the function of the District Government Service in the making of Land Certificates in the Head Office of the district of Kampar. The assessment indicators used include transparent, accountability, conditional, participatory, balance of rights, as well as equality and rights obligations. This type of research located in the district office of Siak Hulu Subdistrict is the descriptive methods, namely prioritizing the interview list as a data collection tool and the data collected with this tool is then used as the main raw material for analyzing the empirical conditions and objectivity of the existence of research objectives at meticulous locations. There are 2 population groups and the sample in this study is the key informant is the District Head of Siak Hulu, amounting to 1 person. The informants were the subdistrict secretary with 1 person, the Head of Government Section was 1 person and the community had 6 people. The sample size determined from these two groups was 10 people. Types and data colletion techniques used consist of, primary data collected using interview techniques and secondary data collected using observation and documentation techniques. While the data analysis technique used is to group data types. Based on this analysis technique, the researcher assessed and conluded that the District Government Service Function in Making Land Certificates in the Head Office of the Upper District of Kampar was quite intensive. Recommendations that need to be considered are making Operational Standards and Service Procedures that are easily understood by the community, setting reasonable service times, determining the amount of fees in making Land Certificates along with their details, and community participation in providing suggestions related to service improvement in the Siak Hulu District Office.
