Abstract :
This study aim to analyze consistency between planning and budgeting document in Regional Secretariat years 2018 in the Siak district, it?s seen through the planning and budgeting documents like RPJMD years 2016-2021,Renstra Regional Secretariat years 2016-2021, Renja Regional Secretariat years 2018, PPAS Regional Secretariat years 2018 and DPA Regional Secretariat years 2018. The results of the analysis continuously was analyzed by using Matrik of planning and budgeting consolidation to look at the level of consistency that occur.and using interview analyzed what kind of factors which caused inconsistency and what kind of effort to create consistency between planning and budgeting. The results of this study show that occur the inconsistency of aims and targets at Renstra, related program and activity planning and budgeting is fairly consistently, related performance indicator is less consistent, related budget allocation an budgeting document is include less consistent. This inconsistency occurs because of less commitment OPD, human recources limitedness , lack of planning and budgeting system, lack of attention about consistency performance indicator and lack of together commitment.
