Abstract :
This study aims to analyze the influencing factors, analyze the obstacles, and overcome the performance-based budgeting process at the Department of Public Works and Spatial Planning, Housing and Settlement Areas, Meranti Islands Regency in 2019, with indicators of Leadership Style and Commitment from all organizational components, continuous improvement of the administrative system, sufficient resources, clear rewards, and firm sanctions. The method used in this research is descriptive qualitative in-depth interviews with key informants. In this study, the informants were the Head of Service, Secretary, Head of Division, Head of Section, Head of Physical Bapeda, and Head of the PUPRPKP Service Program Planning Sub Division, as many as 14 people. The data collection technique used consisted of primary data from direct interviews, and secondary data in the form of documentation and observations of the research site. The data analysis technique used is by first collecting data from the field and then processing it based on the type of data, which is described in the form of interview results and analyzed to determine the results. From the analysis of this study, it can be seen that there are still personnel/employees waiting for orders from their new superiors to do work, lack of resources, the need for awards/rewards and sanctions for violation of rules in SKPD.
