Abstract :
The National Police has a heavy duty in preventing violations, crimes, serving the community, and protecting and curbing society. Bhabinkamtibmas is a member of the Police Sector Binmas Unit (Polsek). In Pekanbaru City, data on general crime rates are quite high. Tenayan Raya Subdistrict contributed a high level of crime, which is precisely located in Kulim Village. In 2019, Kulim Village had 25 cases handled by Bhabinkamtibmas. Besides being quite busy with community activities in Kulim Village, there are also many houses that are not occupied. This means that the role of Bhabinkamtibmas has a very important role to maintain community security. Research objectives To find out how to implement the Bhabinkamtibmas policy in maintaining the security of Kulim Village, Tenayan Raya District, Pekanbaru City and to find out what are the obstacles to maintaining the security of Kulim Village, Tenayan District Raya Pekanbaru City. In this study using qualitative research methods. With the informants, the Head of the Tenayan Raya Police, the Head of Kulim Village, the Bhabinkamtibmas Kulim, and the Community. The results of this study are that Bhabinkamtibmas has not been good at carrying out its duties and functions as Community Order and Security in Kulim Village.
