Abstract :
This study aims to determine and analyze the implementation of public services at Kampar Kiri Hilir Subdistrict Kampar District. This study used quantitative method involved 16 people subdistrict officer and 10 people community. Indicators of measurement of public services refers to principle of public service consisted of public interest, legal certainty, equality of service of each product, balance of rights and obligations, professionalism, participation, equality of treatment, transparency, accountability, special facilities for vulnerable groups, timeliness, speed, ease and affordability. The results showed that: (1) The implementation of public services in Kampar Kiri Hilir Subdistrict, Kampar Regency, according to the officers, has been carried out on indicators of public interest, legal certainty, equality of service of each product, balance of rights and obligations, professionalism, participation, equality of treatment, openness and accountability. However, indicators of special facilities for vulnerable groups, timeliness, speed of ease and affordability cannot be realized optimally. The community agrees on the implementation of indicators of public interest, legal certainty, balance of rights and obligations, professionalism, equality of treatment, accountability, speed, convenience and affordability. However, they do not agree on indicators of service equality in each product, participatory, openness, special facilities for vulnerable groups and timeliness. (2) Barriers to the implementation of public services in the Kampar Kiri Hilir Subdistrict Office in Kampar District consist of apparatus resources, community awareness, supporting facilities and infrastructure, and optimization of camat supervision. All of these factors are considered capable of influencing and improving the implementation of public services in Kampar Kiri Hilir Subdistrict Office in Kampar District.
