Abstract :
Acquisition of land in Tenayan Raya district for the development of the outer ring road is the Pekanbaru government program in the development of urban area s, facilitating access to Pekanbaru and to reduce congestion. The problem of land acquisition for the general construction of the ring road in Tenayan Raya District, general is the same as the land acquisition in Indonesia, the problem of land compensation, buildings, and plants is a problem that often occurs in the process of land acquisition, besides that the allocation of distribution of the tract is even difficult to overcome in the District of Tenayan Raya . The research approach used descriptive researc h with using qualitative methods. This study using a non - probability sampling techniques means that all the individuals in the population does not have a equal chances of being selected as a sample. This study was using guttman scale. The results obtained from this study were to determine public perception of the land acquisition process for the general construction of the outer ring road of Tenayan Raya District. From the results obtained in this study, in the view of the community regarding land acquisiti on for the general public that was approved by as much as 90% and not agreeing to 10%, almost all of the community agreed but only some of them did not approve compensation which was the source of problems in the procurement process. Referring to Law No. 2 of 2012 concerning land acquisition for public purposes.
