Abstract :
Pada Tahun 2018, terlaksana pemilihan kepala daerah dengan sistem noken di wilayah pegunungan tengah khususnya di Kabupaten Jayawijaya. Dalam pemilihan tersebut terdapat tiga calon kandidat yang akan mencalonkan diri menjadi kepala daerah menggunakan sistem noken, permasalahan yang terjadi di daerah tersebut adalah terdapat dua pasangan calon kandidat yang tidak memenuhi persyaratan sehingga hanya pasangan calon tunggal yang pantas menjadi kepala daerah. Adapun Tujuan dilakukan penelitian ini adalah untuk mengetahui implementasi sistem noken di Kabupaten Jayawijaya dan peran elite politik formal dan non formal (lokal) dalam pelaksanaan pemilihan kepala daerah pada tahun 2018 di Kabupaten Jayawijaya. Metode Penelitian yang dipakai adalah pendekatan penelitian kualitatif, bersifat deskriptif, dengan memakai teori Kekuasaan Elite menurut Max Weber, Partisipasi Politik menurut Miriam Budiardjo, dan Demokrasi Deliberatif menurut Jurgen Habermas. Hasil penelitian ini, pertama, bahwa masyarakat di Kabupaten Jayawijaya ada yng tidak menyetujui pasangan calon tunggal di daerahnya yaitu Jhon R. Banua dan Marthin Yogobi karena kedua pasangan tunggal ini bukan orang asli dari Kabupaten Jayawijaya. Kedua, bahwa dalam pelaksanaan sistem noken peran kepala suku yang lebih berwenang dalam menetukan kepala daerah. Ketiga, bahwa sistem noken sudah tidak relevan di implementasikan di Negara demokrasi karna kurangnya partisipasi masyarakat dalam pemilihan kepala daerah. Kata Kunci : Peran Elite, Sistem Noken, Pemilihan Kepala Daerah. / In 2018, regional head elections were held with the noken system in the central highlands, especially in Jayawijaya Regency. In the election there were three candidate candidates who would run for regional head using the noken system, the problem that occurred in the area was that there were two pairs of candidate candidates who did not meet the requirements so that only a single candidate pair deserved to be regional head. The purpose of this study was to determine the implementation of the noken system in Jayawijaya Regency and the role of formal and non-formal (local) political elites in the implementation of the 2018 regional head elections in Jayawijaya Regency. The research method used is a qualitative research approach, descriptive in nature, using the theory of Elite Power according to Max Weber, Political Participation according to Miriam Budiardjo, and Deliberative Democracy according to Jurgen Habermas. The results of this study, firstly, that there are people in Jayawijaya Regency who do not approve of a single candidate pair in their area, namely John R. Banua and Marthin Yogobi because these two single pairs are not native to Jayawijaya Regency. Second, that in the implementation of the noken system, the role of the tribal chief is more authoritative in determining the regional head. Third, that the noken system is no longer relevant to be implemented in a democratic country because of the lack of public participation in regional head elections.
